Die Geschichte der AnstaltIn 1955, October the 29th Executive Council of Socialist Republic Bosnia and Hercegovina established in Kresevo the Institution for mentaly retarded children and young people, where there were 13 children accommodated and 7 people employed. It was the beginning of long and complex development way of the Institution for accommodation mentaly retarded persons in Fojnica.

In 1963. the Institution was moved to Dusina and was named : The House for boys. Four years later, 1967. the name of the House became: Institution for the pretection children and young people in Dusina.

In January 1969. on the request of Ministery of health and social protection Mrs Kadira Pasic-Mehmedagic was appointed director of the Institution. Since then the Institution has a new dimension and significance and retarded persons receive care, attention and treatment worthy of every human beeing.

In 1971. they began construction of modern housing in Fojnica called Drin. At the same time the hospital for tuberculosis patients in Bakovici was closed and it's whole property became the property of Institution; then in March 1972. the unit Bakovici opened and Drin opened in April 1973. All the patients from Dusina were moved into the new unit Drin and Dusina was left temporarily.

Both the work concept and the name of Institution were changed because of the new patient's structure. By the Law, in 1972, made of Executive Council Socialist Republic Bosnia and Hercegovina, the Institution for protection children and young people has new name: Institution for accommodation mentaly handicapped persons Fojnica.

In relative short time the house was filled with serious and more serious mentaly retarded persons up to 25 years old. The houses in Bakovici have been also filled with mentaly retarded persons but over the age of 25, as well as with patients who finished their hospital treatment and with geriatric patients. Due to pressure from the social insurance beneficiaries all over the country, they had to reopen the house in Dusina to accommodate old people (over 6O) mostly dementians and sclerosis patients. In 1979. an additional house was built for geriatric patients with the capacitiy of 120 beds. The Institution has become respectable and well-known all over ex-Yugoslavia and the director of Institution became the first president of the General Coordinating Committee. In the Committee there were 28 representatives of all institutions of this type in whole Yugoslavia. The Institution received an " Order with silver rays" for it's work. The director and the other two workers were honored as well. In 1986. the director of Institution was elected for Yugoslavian woman of the year.

The Institution became overcrowded so it was necessary to build a new house with another 2OO beds.

Construction started at the beginning of 1990. and ended at the beginning of 1991. In a short time it was filled with geriatric patients. At the end of 1991. the Institution had 880 persons (in the work-unit Drin 300 and 580 in the work-unit Bakovici). There were 276 people employed.

During the first three months of 1992. the Institution worked under the normal circumstances. In April stopped goods and money circulation and started the fight for survival. Fresh food ran out and they had to reduce all the dishes. On the menu there were only beans, macaroni, lentil, rice with not enough oil or spice. Everyone could have only four pieces of bread for two dishes daily. This change of the meals was the reason of undernurishment and immunodeficiency of patients, particularly of those who already were on the diet. This led to a rise in mortality. In September there came considerable donations so there were three meals once again and undernurishment ceased.

The most difficult period for the Institution began with first conflicts between BH Army and HVO on 02,07.1993. Patients were left with the workers who were Croats because the workers who were Bosnians were not allowed to come to work. Just five of them came and were sent to the prisoner's camp in Kiseljak.

On 16.07.1993. HVO ran away as did workers, Bosnia's Croats, so the patients in work-unit Drin were left completely alone to take care of themselves. It was not until 18.07.1993. that UN forces came, Canadians and humanists, and brought necessary items like food, hygienic materials, medicines. They overtook care and protection for the patients until 23.07.1993. when British medical workers came and stayed till 13.08.1993.

Our workers came on 28.07.1993. into the work-unit Drin and into the work-unit Bakovici on 30.07.1993. Patients had already organized themselves because the workers left them alone on 18.07.1993.

Work-unit Drin was constantly protected by UN forces but work-unit Bakovici only in a day-time from 7 a.m. to 4 p.m. The patients were alone during the night till 26.09.1993. when BH Army's Police took over the role of night security.

During that period, the UN escorted workers in theirs vehicles.

In a very short time, the protection of patients came on satisfying level, no matter of everyday hail of shells. Humanitarian organizations managed to sucessfully deliver food, hygienic materials and medicines.

On 10.11.1993. HVO attacked Fojnica and since then the teritory of Bakovici remained under the HVO control. At the same time UN forces were providing night protection of patients and houses.

The number of workers was reduced, but, in spite of all, the work continued in both of the work-units. Difficult work conditions in work-unit Bakovici concerning the protection of 365 patients, including 100 imobile persons, continued. The lack of electricity, water, heating as well as only 15 workers and cold winter days were all reasons to move and save 115 completely imobile patients into work-unit Drin, on 20. and 21.11.1993. by Swedish transport vehicles. Drin was already overbooked so all new patients were put in the dining rooms, halls, bedrooms, whereever there was space to put the bed. In Bakovici 220 patients were left and 8 workers in weekshifts took care of them. This situation continued until 31.12.1993. Then they had to leave work-unit Bakovici because the workers - Croats came on 15.12.1993. and refused to join other workers protecting the patients. They asked Bosnians to leave their job in work-unit Bakovici. From then till now, the legal status of the Institution has not been solved and the two work-units in one Institution work as two separate institutions.

The work-unit Drin, now Institution for accommodation mentaly retarded persons, after moving the patients from work-unit Bakovici, now has different pathology of sickness, all ages and overbook capacities with 350 patients. According to these circumstances it was very difficult to provide high quality level of protection for the patients.

In 1996. Humanitarian organization EQVILIBRI gave us a donation and helped to change the roof of the whole house as well as the reconstruction of the laundry room. "Norwesian national help" gave us donation in: glass for windows, paint for walls and sanitary instalations to adapt damaged houses.

In that same year, the World Bank donated financial help to build an attic 300 m2 where physical therapy and some other kinds of work therapies are organized.

In 2004. the Government of the Federation gave to the Institution the houses that belonged to BH Army and are 1224 m2. The Institution through it's own money and labour renovated these houses according to their purpose. Renovations were finished in July of this year and the patients have already moved in. Onehundredtwentyfive psychiatric patients have been moved into these houses, so the existing capacities were relieved of overbooking and patients with different sickness-pathologies were separated. In this way the conditions for higher and better level of protection as well as better life and work conditions for patients and workers were created.
